From its roots as an organization seeking to alleviate disparities in competence between lawyers in developing countries and their counterparts in advanced economies or international institutions, IDLO has grown and diversified.  Its comprehensive strategy comprises five strategic objectives that focus its work on the intersection of law and development to create positive, sustainable development outcomes.
 
 

IDLO provides support for national legal reform strategies, constitutional reform and other nationally agreed frameworks, including those that set the agenda for recovery from armed conflict.  In recent years, IDLO has also established programs that focus on the legal empowerment of the poor and on ways for countries to use the law to reduce the risks from some of today's global challenges.  It builds networks of legal innovators across the globe to exchange specific practical experience on legal reform.  Additionally, IDLO seeks
to advance the knowledge base on the rule of law, and actively shares this information with the international development community.

IDLO reaches out to many different local stakeholders to develop sustainable solutions tailored to a country's specific needs.  These solutions reflect more broadly based desires, not just those of the governing elite.  IDLO works directly with lawyers, jurists, policymakers, regulators, advocates, academics and civil society representatives in universities, research centers, private institutions, government ministries, advocacy groups and judiciaries.

IDLO’s STRATEGIC PLAN 2009 - 2012

IDLO’s Strategic Plan (2009 – 2012) outlines the goals and desired outcomes IDLO is pursuing to help to achieve improvements in rule of law over a four year period.  The plan marked a turning point for IDLO as an international organization.  Building on IDLO’s strengths as a convener and trainer of individuals capable of stimulating legal reform, it has enabled IDLO to become a thought leader on international legal / regulatory and institutional reform processes and an implementing partner of choice for other organizations.
